Oriel Chambers in Water Street, is the darker building the one to the right of the photograph.
Built in 1864 it marked a significant change in the design of office buildings. Designed by Peter Ellis the buildings elevations of mostly glass supported by a skeleton brickwork frame make it well ahead of it's time.
Due to its age it perhaps does not loan itself fully to the present day needs of networking etc. office space is still 'To Let'. Many other buildings in Liverpool have similar problems.
